MCUD History

The Midland County Utility District (MCUD) is a special law district created under Section 59, Article XVI, Texas Constitution and confirmed by voters of the district in May of 2013.

​

The MCUD service area consists of approximately 84.5 square miles of land in Midland County, just south and east of Midland City limits.

​​The District is governed by a five-member board of directors elected under section 49.102 of the state water code.

The purpose of the district is to serve the public and to accomplish a water control and improvements district.

Historic Milestones

2013

CREATION

Voters approved and confirmed the creation of The Midland County Utility District (MCUD).  MCUD's legal basis is derived from Article XVI, Section 59 of the Texas Constitution, which empowers the creation of water control and improvement districts.  It is governed by a publicly elected five-member board of directors.  Click the link to meet our Board.

2025

CONSTRUCTION

MCUD breaks ground in June of 2025 on its first infrastructure project!  The first phase involved drilling 4 new water wells which will be the initial water supply for the District.  This is the first step in building a water treatment plant which is planned for completion by Spring of 2026.  Click the link to see all MCUD projects and their respective status.

2024

BOARD GETS HELP

The MCUD Board of Directors entered into a contract for management assistance to advance the District's development. A dedicated management team began collaborating with state, county, and local officials to secure funding for upcoming construction projects, which  then entered into the bidding phases and the commencement  of construction.

2025

FIRST PUBLIC TOWN HALL

The inaugural public town hall meeting was held in April to inform the community about MCUD's efforts provide water to the District. This marks the beginning of series of ongoing meetings focused on education and outreach. Maintaining transparency and open communication with the public is a key objective.
